Community Action East County Campus is a public private partnership with Skagit County covering the East County Resource Center & Concrete Community Center.

Community Action Services

East County Resource Center provides immediate assistance with basic needs and information, and referral to other Community Action programs.

Housing information and coordinated entry intakes
Point-of-entry for the Coordinated Entry System in East Skagit County. Anyone experiencing homelessness, or at imminent risk of homelessness, is encouraged to apply. We also provide a list of “Housing Options to Try in Skagit” for those who are struggling with locating affordable housing.

Skagit Transit access

Critical Needs
Emergency vouchers for basic needs to eligible residents. Walk-ins welcome.

Energy Assistance
Helps pay home energy costs for eligible households. Call for an appointment (360) 428-1011.

Veterans Services
Provide (limited) emergency assistance to eligible veterans and their dependents on the 1st Friday of the month from 9-3pm.

Food Access
Assistance completing basic food applications and scheduling appointments with DSHS for approval.

Concrete Community Center provides hot meals for seniors and community members experiencing food insecurity.

Hot Meal Program
Lunch provided daily at the Concrete Community Center, Monday thru Friday from 11:45-12:45 – except on holidays. Call for more information 360-416-1733.

Skagit Domestic Violence & Sexual Assault Services (DVSAS)
DVSAS is here every Wednesday from 12-1:30 p.m.  Drop ins are welcome. You can also call (888) 336-9591 to make an appointment.

Women, Infants & Children (WIC) Nutritional Program
WIC is here on the 2nd and 4th Thursday from 9 a.m.-3 p.m. WIC provides food vouchers for pregnant and nursing parents, infants and children (up to age 5). Call for appointment (360) 854-0435.
