The Housing Resource Center serves as the primary point-of-entry for the Coordinated Entry System in Skagit County. Anyone experiencing homelessness, or at imminent risk of homelessness, is encouraged to apply. We also provide a list of “Housing Options to Try in Skagit” for those who are struggling with locating affordable housing.

Who is Eligible?

Specific eligibility is determined by individual programs, however here are some base guidelines we use:

  • Are you homeless?
  • Are you facing eviction? (proof of eviction notice is required)

*Income requirements apply
Note: Being placed on the Housing Interest Pool does not mean a housing option is available.

How to Apply

Walk-in to Community Action (330 Pacific Place, MV) during Housing Resource Center Hours. You can also apply for services at the Anacortes Family Center in Anacortes, Samish Indian Nation in Anacortes, or the East County Resource Center in Concrete.  Youth (24 or under) may also apply at Northwest Youth Services or at the YMCA  Oasis Teen Center.

Housing Resource Center Hours:

Monday, Tuesday, Thursday and Friday from 10am to 3pm.

What is the process?

During the intake process, staff meet with applicants one-on-one to determine what services they may qualify for.

If an applicant qualifies for services, they are placed on the Housing Interest Pool which automatically generates reports to housing assistance providers both at Community Action as well as at partner agencies. When an opening occurs, local providers will select an applicant from these reports.

Please note that the Housing Resource Center only assesses basic eligibility. Each provider is responsible for determining if an applicant truly qualifies to be served through their program. There is no guarantee of service and we always suggest that applicants continue exploring other options.

Frequently Asked Questions

The Housing Interest Pool does not operate on a first-come, first-served basis, so it is impossible to determine how long a household might remain on the list. Most housing assistance programs are funding-mandated to target services to those households who are most in need, based on numerous factors. Additionally, due to the severe lack of affordable housing in Skagit County, there is far greater need for services than there is available funding.

Please call the Housing Resource Center at 360-416-7585. While we do not have the staffing capacity to do on-site outreach, we can often send an intake packet to a partner agency to be completed and returned to us.

Since referrals to assistance programs are dependent upon individual needs and situations, it is important that we always have up-to-date information on a household. There are around 200 households waiting for assistance at any given time, so it is important that we have a way to know who still needs help vs. who has self-resolved their housing crisis. Additionally, since different programs have different criteria for who they are able to serve, it is important that we always have the most current information so that we are referring households to programs that can most likely help in their particular situation. By checking in each month (or more often if something has changed) we know that a household still needs help and that we have current contact information in order to reach them.
