Background
In 2022, Community Action acquired a 1.5-acre undeveloped lot adjacent to La Venture Middle School and close to Skagit Valley College. This acquisition aligns with our commitment to addressing local housing needs in Skagit County.

Community Action proposes a strategic two-phase development plan for affordable housing units on this site. The initial phase will include 24 units, followed by a subsequent phase of an additional 24 units, resulting in 48 units for the proposed project.

Kulshan View Project Overview

  • Kulshan View Apartments: Phase I will include 24 affordable, family-sized units located north of La Venture Middle School.
  • Target Population: Local students and families experiencing or at risk of homelessness, including low-income farmworker families, families with disabilities, and households with incomes below 30% of the area median income.
  • Unit Mix
    • 7 One-bedroom units
    • 12 Two-bedroom units
    • 5 Three-bedroom units

Partnership with Mount Vernon School District

  • Collaborative Partnership: Community Action of Skagit County and Mount Vernon Schools will work together to identify eligible families and provide them with stable, supportive housing.
  • Supportive Services: Community Action will provide tailored support services to families housed in Kulshan View, ensuring stability and long-term success.

Timeline

  • Preliminary Design, Funding Applications: In Progress 2024

  • Design & Permitting: Planned for 2025
  • Construction Start: Planned for Spring 2026
  • Occupancy: Expected by Spring 2027
  • Construction of Phase 2: Expected to begin 2029
